The Department of Emergency Services and Public Protection (DESPP) is committed to protect and improve the quality of life for all Connecticut residents. DESPP oversees six divisions.

  • Emergency Management and Homeland Security (DEMHS)
  • Police Officer Standards and Training Council (POSTC)
  • Division of Scientific Services (DSS)

Combined, they provide a broad range of public safety services, including training, regulatory guidance, scientific services, law enforcement, and prevention and education.

Commissioner Higgins brings a passion for inclusive and collaborative leadership. His primary goal is to ensure every voice is heard, and the citizens of Connecticut have access to necessary public safety resources.
